宋美铃在美国接受过教育，她决定让《四亿人》成为她亲自过问的项目，只有得到她的批准，伊文斯和他的摄制小组才能够拍摄抗击日本人的情形。在他们到达汉口后的六个星期后，她让摄制人员限制在汉口范围以内，并且派她的间谍人员跟踪摄制人员。伊文斯在回忆录《我与摄像机》中回忆说，他希望拍摄到毛泽东武装力量的情况，但“蒋夫人”不允许。
